Wei is a Research Associate specialising in enhancing the resilience of complex infrastructure systems to support sustainable urban development. She has an educational background in civil engineering and management science. She currently works with the UK National Hub of Decarbonised, Adaptable, and Resilient Transport Infrastructure (DARe), a project dedicated to develop viable pathways and solutions for a transition to a resilient, net zero transport system that works for all. Within DARe, Wei will develop performance metric frameworks for different modes of transport for quantifying the impacts of extreme weather events under climate change and enhance the current agent-based transport modelling with a focus on public transport and recovery modelling.

Wei completed her PhD from the University of Cambridge. In collaboration with Transport for London, her PhD research focused on advancing complex network modelling for assessing flood resilience and optimising recovery resource scheduling of urban rail transit systems. The assessment helps diagnose system vulnerability to flood risks, while the optimisation supports informed decision-making in prioritising resources during the recovery process. Her PhD research has explored the flood resilience of the London Tube network (including London Underground, London Overground, DLR, Elizabeth Line, and London Trams) under 30-year, 100-year, and 1,000-year flood risk scenarios.

Wei’s academic goal is to bridge resilience principles, computational modelling of complex systems, optimisation techniques, and data science to deliver interdisciplinary approaches that produce scientific evidence and practical solutions to empower infrastructure operators and policymakers in managing the growing uncertainties driven by climate challenges and escalating system dependencies.

Wei holds a MiM in Project Management & Business Engineering from Conservatoire National des Arts et Métiers, as well as a MPhil in Management Science & Engineering and a BEng in Construction Management from Southeast University.
